"abstract": "Oxygen reduction reaction (ORR) catalysts are limited by precious metal costs and reactivity limitations by bond order conservation. We establish a conceptual framework to explain how low-dimensional Pt, Au, and Ag films on low-cost carbide/nitride supports transcend these limitations. Electronegativity differences between metal films and support terminations govern interfacial charge transfer, producing ligand effects that stabilize metal films, and raise the maximum of the ORR volcano plot. These ligand effects are intuitively rationalized and codified into a reactivity descriptor for ORR intermediates at metal/support interfaces. This descriptor combines conventional d-band properties with interfacial charge transfer, metal-support bond order, and strain. This study shortlists 19 stable catalysts with superior ORR reactivity relative to Pt (111), including Au-based catalysts that are inactive in unsupported forms. This work provides a new perspective for understanding and predicting ORR reactivity at metal/support interfaces, while expanding the ORR catalyst design space.",
