"abstract": "A results synthesis of the de Sitter-Unruh modified-inertia (MI) program, 2026-07-16 arc. CREDIT UP FRONT: the interpolation kernel is Milgrom's (Phys. Lett. A 253:273, 1999), written from the same dS-vacuum intuition; this paper supplies candidates for the two things his note left open -- the coefficient (a0 = cH_Lambda/Z, Z = sqrt(32pi/3), a factor 2Z ~ 11.58 below his 2cH_Lambda) and the modified-inertia field formulation he explicitly declined to assume. THE ACTION: S = S_EH[g] + S_u[g,u,lambda] + S_matter[g,u,psi;K] + S_photon[g~ = g + B[K]uu]; 2 graviton + 2 photon + 0 frame dof; ghost-free including the nonlocal disformal sector, WEP-exact (eta = 0), conserved on-shell, c_T = 1. The worldline identity u.Box_u u = -|a|^2 derives the ring-exact RAR. Two closure computations (the off-circular Wightman-pullback null; a no-selection theorem for Gaussian KMS-passive baths) leave the theory COMPLETE UP TO FIVE CONSTANTS {s, a0, Z, eta, omega_c}, none derived. One loop: delta-nu = 0; a0 unrenormalized. SOLAR SYSTEM: the ungated a0/2 tail is excluded 10^3-10^4x; survival requires a gated crossover with corner omega_c in [1.78, 2.21]e-14 rad/s (canonical), an honest free fifth constant, two-sidedly falsifiable; the alternate footing survives on a +2.7% knife-edge. MEASUREMENTS: a gas-dominated SPARC estimator on g_obs^2 - g_bar^2 = a0 g_bar gives a0 = (0.92-1.18)e-10 +/- 16% (71% of the M/L degeneracy removed); the inversion Lambda = 3Z^2 a0^2/c^4 recovers Planck's Lambda to a factor 1.1-1.6; a concordance ledger threads every independent band and four precision nulls with zero per-object freedom -- while LCDM wins the raw AIC/BIC on the same rotation curves, stated outright. One forced, MG-impossible prediction survives: d(offset)/d(radial anisotropy) > 0 for dispersion systems (MaNGA Stage-2 test defined). WALLS: the full-sample RAR is non-diagnostic of a0's value; the footing fork is open; the Cassini Q2 tension of the modified-gravity limb is banked and untouched; a TRGB-precision distance program could drive the canonical footing to -2.45 bans; s, a0's value, Z, eta, omega_c are postulated or measured, not derived. Not a theory of everything -- the a0 reframing and its field theory only. Every claim is backed by committed, adversarially verified, exit-0 scripts.",
