The Artian Keystone Audit

Abstract
Which QTT numbers are pure, anchored, keystone-dependent, or structural? This paper turns the Quantum Traction Theory ruler problem into a public conditionality ledger. The source geometry fixes the form of the Artian address ruler, but the absolute SI value of that ruler is still tracked honestly as a keystone certificate rather than hidden inside language. The central split is ℛ=ℛUsqcupℛAsqcupℛKsqcupℛR, where U rows are dimensionless and unconditional, A rows are anchored by one declared measured scale, K rows wait on the source-only SI keystone, and R rows are structural recoveries with no new numerical claim at stake. The ruler form theorem is separated from the ruler-value certificate: VSQ=24(π/6ℓA3)=4πℓA3, Δ V4=4πℓA4, E*=(ℏ c)/ℓA, tA=ℓA/c. The measured gravitational audit branch reads ℓA(G)=√((ℏ GN)/c3), while the independent neutrino-electroweak branch gives ℓA(ν)=(1.64489±0.02086)×10−35m. The two anchored branches agree at a two-ruler pull of +1.37σ. The strict SI closure target is printed as one dimensionless number: NK2=tAΔνCs=4.956×10−34. Deriving this number from source-only QTT structure would close the absolute SI keystone. Until then, every dimensional row must carry its class tag and its anchor status. Version 2.0 adds a first-reader front door, a future-paper adoption contract, a no-mixed-class corollary, and a machine receipt. The machine receipt regenerates the two-ruler pull, anchored-row uncertainties, K2 target, and ledger class counts: NU=12, NA=5, NK=3, NR=2.
